Personally I think checking for the skill at check in would be more realistic, as it means that you must buy the skill and then wait until the end of an event before using it. That severely limits the desire to buy it, since it means you have to wait a while to use it. Since you have to pay for the research at the beginning of the event, it would be easy to check that the person has the skill.

Not saying that I have a problem with doing it the way you guys are, I'm just giving my opinion. Also I agree that this should be amended into the rule book to clear up further confusion.

well that's how information skills tend to work.. otherwise, new players could demand research results at their first event... which gets confusing... for everyone.
